Elmore was a physician and surgeon. He served as a surgeon during the Civil War (26 Aug 1861-11 May 1866). He and his first wife, Jeanette, lived in Zanesville, Ohio, in 1860, which is where Elmore studied under Dr. Jonas McElroy. They later moved to Fort Colwell, Washington, by 1870, and on to Salem, Oregon, after 1870. After Jeanette's death in 1877, he married Belinda (Dillon) Hileman.
Elmore appears three times in the 1850 Census. First, he is listed with his parents in Licking, Ohio. Second, he is listed with his brother, Ebenezer, with the Roe family in Porter, Ohio. Third, he is listed with Dr. Jonas McElroy and family in Zanesville, Ohio.
