Elmer served in the U.S. Army during World War I. He enlisted in Co. C, Maine National Guard (Engineers), 25 July 1917 at Portland, as a Private. He was promoted to Corporal on 26 August 1917, then to Sergeant 1 May 1918. He served overseas at the front from 26 September 1917 to 5 April 1919. Among the battles in which he took part were Champagne-Marne, Aisne-Marne, St. Mihiel and Merise-Argonne. Elmer was honorably discharged on 28 April 1919.
 His civilian occupation was as an insurance adjuster in Portland, Maine.
